The Iwokrama International Centre recently released this video recording of the participatory three dimensional mapping (P3DM) exercises conducted by the village of Fair View in the Iwokrama Forest in Guyana. The three dimensional map of Fair View builds on inputs from the residents and Iwokrama, and was refined through the knowledge of the elders. The 3D model represents all the important features of Fair View which covers 22,000 sq km, including the residential, protection, harvesting, wells and other areas. Iwokrama is grateful to the Technical Centre for Agriculture and Rural Cooperation (CTA) and Tropenbos International Suriname (TBI Suriname) for their technical advice and assistance, and to Esso Exploration and Production Guyana Limited (EEPGL) for financial support.

How participatory maps can inform national policy making: The Tampakan Copper-Gold mine case
On September 23, 2011, Sagittarius Mines, Inc., a joint venture between global giant Glencore, Australia's Indophil Resources, and Filipino firm Tampakan Group of Companies, organised a public consultation in Koronadal City, South Cotabato, Philippines, to present the results of a series of feasibility studies including the results of an Environmental Impact Assessment (EIA) and inherent “safety, merits and sustainability” of the planned US$5.8-billion Tampakan Copper-Gold mining Project.
The final overall mine area was estimated at around 10,000 ha located within the boundaries of four provinces, namely South Cotabato, Sarangani, Davao del Sur and Sultan Kudarat, mostly forested and including a substantial portion in the Indigenous peoples’ ancestral domains. The open pit of 500 has would have been dug to a depth of 785 meters while the topsoil stockpile and pit ore stockpile would have covered areas of 5 ha and 49 ha, respectively. The company’s EIA estimated that 5,000 people, mostly of indigenous origin, were to be directly affected, and would have required re-settlement. The mining project would have had direct impact on five watersheds, around 4,000 hectares of old-growth forest and five indigenous peoples’ ancestral domains.
Consultants and executives of the company shared the finding of their studies using figures, charts and images all presenting the “expected benefits” of the proposed mining project, the largest of its kind in the Philippines and among the largest copper mines in the world to a an estimated 10,000 people crammed in the Koronadal City plaza.
At the other end of the spectrum, the Philippine Association for Intercultural Development (PAFID), a non-governmental organisation (NGO) supporting the cause of Indigenous Peoples and local minorities, prepared a geo-referenced and scaled relief map of the area, to translate the technical and complex information available on the reports produced by the company via a visual and tactile interface. Building on the data provided by the mining company itself (e.g., potential stockpiles of mine tailings and wastes), the physical 3D visualisation of the mining complex - once unveiled - would have shown a different, less rosy scenario. In the early morning before the start of the public consultation, the 3D map was sneaked into the plaza covered with a cloth.
The company’s experts - who included British, Australian and Filipino mining executives, were the first to present the results of the feasibility studies, environmental impact assessments and more, under the flashlight of local and national media, radio and TV operators.
When given the floor to react to the presentations, PAFID representative, Ms Kail Zingapan, unveiled the Participatory 3D model (P3DM) to the surprise of the mining executives, the large audience crowding the plaza and the local media.
Benefiting from the same media coverage as the mining executives, Ms Zingapan illustrated the actual and future scenarios of the Koronadal Valley and the Tampakan watersheds, where the mining operations would have taken place.
“This is the people’s map. We did not invent this,” she told the audience after unveiling the relief model. “Residents of the area showed us where their lands are located and we just plotted them on the 3D map,” Zingapan said. “We showed them the potential impact of the mining activities on the landscape and they saw that the mine development area would have included their ancestral lands. It appears that not all of them were consulted or correctly informed about the impact of the operations and the risks involved.”
According to local accounts, the audience was struck as Mr Zingapan further elaborated using the 3D map as a visual reference. She pinpointed that the company planned to build its tailings dam on an area, which is considered as sacred by the indigenous peoples. The location is also the headwater of the Mal River, which is the source of fish, of fresh water for home use and for irrigating crops. “This is your land where you live and get your food and other daily needs. It is up to you now if you want to see this land wasted and taken away from you or not,” she told the people in their local language. Her spoken words and image were amplified and accessible to the entire audience via the sophisticated multimedia system installed by the mining company for the occasion.
The visualisation of the pre and post scenarios offered by the 3D map were graphic, easy to understand and powerful, and underpinned public arguments contesting the company’s plans to mine copper and gold through the open-pit method.
The consultation ended, South Cotabato Governor Arthur Pingoy declared that he was duty-bound to implement the Province’s 2010 environment code, which bans open-pit mining. The mining company contested the “constitutionality” of the Province’s environment code and insisted that open-pit mining is the “safest method.” In 2014 the case, presented by the Europe-Third World Center (CETIM), was debated 26th session of the UN Human Rights Council.
In 2016, Philippine Environment Secretary Regina Lopez stated that “There will be no Tampakan mine operations under my term.” “I will never ever allow this because it’s immoral. It’s socially unjust to allow companies to put the lives of all the farmers and indigenous people at risk,” Secretary Lopez said.
On 27 April 2017, Secretary Lopez further stated that she will ban open-pit mining in the country, toughening a months-long crackdown on the sector she blames for extensive environmental damage. Among others, the ban would halt the $5.9 billion (£4.59 billion) Tampakan copper-gold project, the nation's biggest stalled mining venture. Tampakan failed to take off after the province where it is located banned open-pit mining in 2010, prompting commodities giant Glencore Plc to quit the project in 2015.
In interfacing with the press, Secretary Lopez used the same P3DM used in 2011 by Ms Zingapan to astound the audience in Koronadal City, and kick-start a process with is likely to lead to fundamental changes in the policy governing open pit mining in the Philippines.

Knowledge like water: nurturing growth Participatory 3D mapping in North Darfur
North Darfur is a dry, dusty place for much of the year; but when it rains, it comes alive with greenery. Wadi El Ku, a seasonal watercourse, suddenly flows providing water to thousands of people, their livestock and crops, which is the lifeline or breadbasket in El Fasher town, the capital of North Darfur, home to approximately 700 thousand people.
However, in the past 20 years, there has been widespread environmental degradation compounded by climate change. This video animation shows how local communities have been joining forces to find solutions, particularly as they relate to water scarcity and poor water management.

Powerful maps: how building 3D models is helping rural communities to make their voices heard
A process of building three-dimensional physical models in a village setting is helping to bring together traditional and modern scientific knowledge to tackle challenges ranging from soil degradation to land use planning, and from forest management to climate change. The technique, known as Participatory 3-dimensional modelling (P3DM) enables marginalised communities to present their territory – together with their own valuable knowledge – in a visual form, offering them the opportunity to protect precious natural resources from outside threats and preserve them for future generations. Some of the field experiences have been published in a new report. The Power of Maps: Bringing the third dimension to the negotiation table is published by the Technical Centre for Agricultural and Rural Cooperation (CTA), which has been in the forefront of promoting the practice across African, Caribbean and Pacific (ACP) countries.
Developed in the early 1990s in Southeast Asia, P3DM is rapidly gaining ground in other parts of the developing world. Participatory 3D models, made out of cardboard and illustrated with coloured paints, pushpins and yarn, portray land cover, such as farmland, rivers and forests, as well as other features, including coastal resources and sea depth. Uniquely, they also depict traditional knowledge, such as ancestral land rights and sacred places. These features are generally supplied by elders in the community, while younger members build the map itself. The result is a free standing relief model which provides tangible evidence of local knowledge, serving as an effective tool for analysis, decision-making, advocacy, action and monitoring.
“Knowledge built up over time and passed from generation to generation represents a unique asset for rural communities when it comes to their land, forest and aquatic resources,” said CTA Director Michael Hailu. “The ability to collate and geo-reference local knowledge and represent it in the form of 3-dimensional maps offers a unique opportunity for local communities to have a voice in decisions on how to sustainably manage their resources.”
Often, the process of participatory 3-dimensional modelling is in itself empowering, bringing communities and generations together and helping them to visualise the extent of their resources, and how climate change and other threats, such as mining and deforestation, may be affecting them. Once completed, the physical model remains with the community.
Case studies presented from Ethiopia, Fiji and Madagascar show how P3DM has led to the development of community-driven natural resource management plans. Other examples of P3DM initiatives described in the book demonstrate how the technique can give marginalised rural people a voice to make their case heard. In the Democratic Republic of Congo, the Bambuti-Batwa pygmy community used a P3DM exercise to drive talks on what they claim is the injustice of being evicted from the territory they had inhabited for generations.
Three-dimensional mapping has helped the Kenyan hunter-gatherer Ogiek tribe to document its ancestral land rights and knowledge systems. Meanwhile, In Tobago, a Caribbean island that has suffered a series of extreme climate events in recent years, P3DM has been used to guide community-driven disaster risk reduction strategies.
South-South cooperation is helping to make the practice of participatory 3-dimensional modelling become better known and CTA has been closely involved in efforts to share training and facilitation between Caribbean and Pacific Islands and a range of African countries.
Experiences of P3DM can generate other benefits, such as offering new skills and self-confidence to individuals engaged in the process and funding for communities to implement activities. A case in point is Grenada, where a participatory 3D model had a direct impact on the community that created it, by mobilising donor funding for climate change adaptation on a stretch of the coastline badly affected by hurricane damage.
“Participatory 3D modelling, the process documented in this book, has proved to be successful in eliciting substantial amounts of what is termed as tacit knowledge from individuals, to collate individual world views into a shared, visible and tangible representation of collegial knowledge,” said Senior Programme Coordinator Giacomo Rambaldi, who has led CTA’s involvement in P3DM. Adding ‘location’ to any piece of information or datum makes it even more relevant. Mapping local knowledge to drive sustainable natural resource management, influence policy-making and promote climate change adaptation
A new publication from the Technical Centre for Agricultural and Rural Cooperation (CTA) illustrates how local communities in a range of developing countries have developed a bird’s-eye perspective of their land and water resources through Participatory 3D modelling (P3DM). This innovative technique is proving a valuable tool for often voiceless groups, helping them to manage and protect their habitats, influence decision-making and take control of their future.
Improving natural resource management, mapping community rights and bolstering climate change adaptation – participatory 3D modelling can help to do all this and more. Developed in the early 1990s in Southeast Asia, the technique offers communities a tangible way of visualising tacit knowledge, producing stand-alone relief models that depict natural surroundings, but also cultural information, helping groups to assert their rights and protect their traditional knowledge from outside exploitation.
CTA has been in the forefront of P3DM development in African, Caribbean and Pacific countries, launching it in Fiji, Gabon, Kenya and Trinidad and Tobago, and helping to foster South-South cooperation to spread the practice further afield. The Power of Maps: Bringing the Third Dimension to the Negotiation Table documents some of the achievements obtained so far. All twelve of the case studies presented show how the process of building 3D maps has led to positive changes.
“Traditional knowledge is gaining recognition at the international level, but at the local level, government officials and technocrats tend to dismiss it as anecdotal and scientifically unproven,” said CTA P3DM expert and Senior Programme Coordinator ICT Giacomo Rambaldi. “The process documented in this book enables knowledge holders to visualise and georeference their traditional knowledge and to engage outsiders in a peer-to-peer dialogue.”
Building a P3DM model generally involves the entire community, with the elders supplying their traditional knowledge and children taking charge of the actual construction, using cardboard, paints, pushpins and yarn. An important part of the exercise is the way it brings generations together, giving value to the contributions of each and making people feel a sense of pride – in their surroundings and heritage and in the map itself.
On the Pacific island of Ovalau, a P3DM initiative led farmers and fishers to adopt more sustainable land use and fisheries practices, with significant increases in production as a result. Impacts included a doubling of fish stocks, a sizeable increase in crop output and a rise in the number of tourists visiting the island. In Madagascar, the creation of a 3D map drew an initially sceptical community into a watershed planning process, with people quickly seeing the benefits in terms of improved resource management and income generation.
Members of a pygmy community displaced to make way for a protected area in the Democratic Republic of Congo used the web of knowledge displayed on their 3D map to regain access to traditional lands and claim a role in managing them. Meanwhile, in Kenya, a three-dimensional mapping exercise helped the Ogiek tribe to document its ancestral land rights and knowledge systems, with far-reaching repercussions – including shaping government policy on indigenous peoples.
Climate change poses a special threat to vulnerable small island states, and on the Caribbean island of Tobago, P3DM has been used to guide community driven disaster risk reduction strategies. In another three-dimensional mapping exercise in the region, the experience of building a climate risk map of Grenada has produced the added spin-off of strengthening the capacity and professional networks of local organisations. One unexpected outcome has been the signing of an international partnership to fund the replanting of mangroves, as part of an ecosystem management strategy to protect the island from persistent hurricanes that are endangering lives and livelihoods.

An important part of the exercise is the way it brings generations together, giving value to the contributions of each and making people feel a sense of pride – in their surroundings and heritage and in the map itself.
On the Pacific island of Ovalau, a P3DM initiative led farmers and fishers to adopt more sustainable land use and fisheries practices, with significant increases in production as a result. Impacts included a doubling of fish stocks, a sizeable increase in crop output and a rise in the number of tourists visiting the island. In Madagascar, the creation of a 3D map drew an initially sceptical community into a watershed planning process, with people quickly seeing the benefits in terms of improved resource management and income generation.
Members of a pygmy community displaced to make way for a protected area in the Democratic Republic of Congo used the web of knowledge displayed on their 3D map to regain access to traditional lands and claim a role in managing them. Meanwhile, in Kenya, a three-dimensional mapping exercise helped the Ogiek tribe to document its ancestral land rights and knowledge systems, with far-reaching repercussions – including shaping government policy on indigenous peoples.
Climate change poses a special threat to vulnerable small island states, and on the Caribbean island of Tobago, P3DM has been used to guide community driven disaster risk reduction strategies. In another three-dimensional mapping exercise in the region, the experience of building a climate risk map of Grenada has produced the added spin-off of strengthening the capacity and professional networks of local organisations. One unexpected outcome has been the signing of an international partnership to fund the replanting of mangroves, as part of an ecosystem management strategy to protect the island from persistent hurricanes that are endangering lives and livelihoods.

Four towns including Labnig and Dalnac in the municipality of Paracale and San Felipe and Taba-taba in the municipality of Basud all had the chance to collectively construct their own 3D Maps that highlight the disaster histories, vulnerabilities and capacities of each town.

Speaking of Home - The story of the Mount Elgon Ogiek
The Ogiek peoples live on the slopes of Mount Elgon in Kenya. This documentary shows the Ogiek's relationship to their homeland and to the world.
As indigenous peoples without official minority status in Kenya, the Ogiek have gone through evictions from their native land for decades. Time after another they have returned to their land to continue living in the forest.
The documentary is the Ogiek's story, in their own words, of their hopes before the 2013 Kenyan elections. It was filmed in Chepkitale, Mt. Elgon in 2012 during a 3D mapping workshop.
Through developing a 3D map of their land, the Ogiek not only strengthen their cultural identity, but can show that the land said to belong to someone else, is rightfully theirs.

Knowledge and cultural transmission in Kenyan participatory 3D mapping
This film interview of Dr. Nigel Crawhall, Director of Secretariat at the Indigenous Peoples of Africa Co-ordinating Committee (IPACC), is his explanation of the intergenerational ecological knowledge transmission in participatory 3-dimensional modelling (P3DM). Crawhall discusses his observations on intergenerational interaction when the Ogiek community of Nessuit, Kenya, built a geo-referenced 3D model of their mountain forest landscape in 2006.
The mapping exercise was attended by representatives from 21 Ogiek clans, and an area of 52,800 hectares (ha) was mapped at a scale of 1:10,000. Participants included close to 120 representatives from the different clans, both men and women. Elders populated the model with their memories dating back to 1925 and reconstructed the landscape as it was at that time. The model displays 64 data layers including different types of areas, points, and lines. In 2008, the Ogiek people expanded the coverage of the model to include further 40,000 ha.
This kind of physical 3D model creation can serve the community for the following:
The purpose of the model was to record traditional territory and land use patterns, as well as memory and history from a land use and environmental perspective. As reported here, through map building and coding, the clan experienced participatory community enthusiasm and cooperation between elders, young adults, and youth on intergenerational knowledge, language, and heritage transfer, tapping knowledge otherwise lost over time. The 3D style of the map encouraged explanation of the clan’s historical land use patterns and included creating a key or legend to increase understanding of the interrelationships of land, vegetation, altitude, and layers more of information, leading to more complex environmental knowledge that other methods, for example walking on the land, might not provide.
In addition, young people gave attention to the process and listened while elders debated historical use patterns from their memories. A linguistic dimension, which evolved due to the use of English, Kiswahili, and Ogiek, drew out more explicit meaning of vocabulary in Ogiek. Intergenerational knowledge transfer affirmed the elders' lived experience, and the process transferred to the younger members of the community the realisation of the complexity of their environment and the depth of knowledge available to them through their elders.

- Conducting preliminary collaborative research on distribution of species;
- Monitoring jointly with the concerned stakeholders' changes in land use, vegetation cover, human settlement, infrastructure development, and other features;
- Serving as a benchmark; and
- Supporting the learning of local geography and resource use.

Socially engaging, user-friendly, and user-useful approaches in ecosystem service research
Participatory 3D modelling was presented as a ground breaking approach to use in participatory ecosystem service research during the 8th Ecosystem Service Partnership Conference, held in Stellenbosch, South Africa from the 9th to the 13th of November 2015. The Conference saw the participation of around 380 scientists from around the globe.
The presentation by Sara Ramirez A socially engaging, user friendly and user-inspired approach in ecosystem research took place within the workshop “Indigenous peoples in their ecosystems’’. An ecosystem service research project was designed and implemented in Suriname, which used Participatory 3D Modelling (P3DM) to engage local communities in a process of co-producing knowledge about ecosystem services and competing land uses.
P3DM is an effective tool to involve scientist and local knowledge holders in an equally and transparent co-production of salient and legitimate knowledge about ecosystem services. Parallel to research outputs (of main interest to the researcher), a P3DM approach yields directly tangible outputs for the local communities which makes research inclusive and legitimate. Attendees during the session participated actively through questions and feedback.

It facilitates planning and action-taking on climate change related issues. Considering the potentials of the process, efforts are needed to promote the success stories of its use to date. Use of Participatory 3D Modelling for the development of community-based Disaster Risk Reduction plans close to active volcanoes
The MIA-VITA EU-funded project has been executed by a consortium including a large number of highly regarded institutions to develop tools and integrated cost effective methodologies to mitigate risks from various hazards on active volcanoes, including prevention, crisis management and recovering.
Participatory 3D Modelling (P3DM) exercises were accomplished in 2011 in some villages in the nearhood of Fogo in Cape Verde, Merapi in Indonesia and Kanlaon in the Philippines.
According to the researchers the P3DM methodology emphasized the factors of vulnerability on the 3 volcanoes, but also enhanced some opportunities, e.g. at Fogo: diversity of activities, strong local knowledge of risk, experience and safe remittances, permanent volcano monitoring contingency plan. The stakeholders expressed their wish for a more bottom-up way of managing risks and resources within the Natural Parc of Fogo through the use of P3DM.
At Merapi in Indonesia, the P3DM allowed local people to outline the evacuation routes that they used during the 2010 volcanic crisis, as well as their starting point and final destination. These results have been be mapped and stored on a GIS database. Preliminary results have emphasized some discrepancies between the official evacuation roads and the routes taken by the local community. In addition, a dialogue between the local people and the volcanologists allowed assessing the perception of the local people on the lahar occurrence and lahar pass ways.
Researchers concluded that participatory 3D maps greatly help in making disaster risk assessment faster and efficient. The participants were able to assess their own vulnerabilities and capacities in the face of different natural hazards which were plotted on the physical 3D models. The results of risk assessment were eventually used as input during the disaster risk reduction (DRR) action planning phase. These activities were all facilitated by the local authorities and local people with limited input from outsiders (CNRS and local Authorities). Project management considers this as an indication of success in empowering the local people and authorities via participatory methods.
All the P3DM models bridge the gap between local people and authorities. The models form the basis of an effective DRR action planning, crisis management and evacuation (e.g. drill at Kanlaon). They serve as a reminder to the local people of the risk of disasters and their vulnerabilities and capacities.
In Kanalon a local contingency plan for volcanic hazards has been completed and a functional Barangay (village) Disaster Risk Reduction and Management Council have been established. The body ensures a proper allocation of the local budget for disaster preparedness.

Mandingalbay Yidinji Traditional Owners mapped their lands in 3 dimensions - Don't miss their feedback at the World Park Congress in Sydney
Australian aboriginal Mandingalbay Yidinjii people have recently completed a P3DM exercise within the ancestral territories (traditional country) in Queensland.
They will showcase their work and replicate the population of one section of their 3D model during the World Parks Congress in Sydney They will do this at the WIN and Pacific Community Dialogue Pavilion (Pavilion 2) on 13-15 November. You should pass by and talk to them about their exciting experience.
On Monday, 17 November 8:30 – 12:00 they will officially present their achievements at the WIN & Pacific Community Dialogue Pavilion (Pavilion 2) during the session “Voices and choices: The risks and values of georeferencing traditional and local knowledge”. This session is organised by CTA with support provided by IUCN, UNDP, GEF-SGP and the WTMA.
