An innovation from the Philippines: Light-Based Participatory 3D Mapping for Disaster Risk Reduction

In 2004, four consecutive typhoons brought disruption to coastal provinces in the Philippines, including Aurora. Havoc suffered by the province caused massive displacement of indigenous groups residing in the mountainside, such as the Dumagats. In the face of such vulnerability, the need for participatory disaster risk management and improvement of spatial awareness through community-centred innovations is direr now than ever before.

The Prod.Jx, a collective of professionals and artists coming from multiple disciplines – social sciences, environmental sciences, design and the arts; and the Dumagats of Dinggalan, Aurora developed the LIGTASPAD – a Light-Based Participatory 3D (P3D) Mapping Project.



While P3D Mapping is an existing methodology practised by geographers, Prod.Jx employed a rather unique take to further innovate their product – integrating the community’s language for learning, leveraging on its team members’ technical capacities and life experiences, as well as consistently improving their design for local adaptability.

This is from the experience of TUKLAS Innovation Labs which is implemented by Plan International, Action Against Hunger, CARE Philippines, and the Citizens’ Disaster Response Center. TUKLAS is part of the Disasters and Emergencies Preparedness Programme Innovation Labs managed collaboratively by Start Network and CDAC Network, and funded by UK Aid.

How participatory maps can inform national policy making: The Tampakan Copper-Gold mine case

On September 23, 2011, Sagittarius Mines, Inc., a joint venture between global giant Glencore, Australia's Indophil Resources, and Filipino firm Tampakan Group of Companies, organised a public consultation in Koronadal City, South Cotabato, Philippines, to present the results of a series of feasibility studies including the results of an Environmental Impact Assessment (EIA) and inherent “safety, merits and sustainability” of the planned US$5.8-billion Tampakan Copper-Gold mining Project.

The final overall mine area was estimated at around 10,000 ha located within the boundaries of four provinces, namely South Cotabato, Sarangani, Davao del Sur and Sultan Kudarat, mostly forested and including a substantial portion in the Indigenous peoples’ ancestral domains. The open pit of 500 has would have been dug to a depth of 785 meters while the topsoil stockpile and pit ore stockpile would have covered areas of 5 ha and 49 ha, respectively. The company’s EIA estimated that 5,000 people, mostly of indigenous origin, were to be directly affected, and would have required re-settlement. The mining project would have had direct impact on five watersheds, around 4,000 hectares of old-growth forest and five indigenous peoples’ ancestral domains.

Consultants and executives of the company shared the finding of their studies using figures, charts and images all presenting the “expected benefits” of the proposed mining project, the largest of its kind in the Philippines and among the largest copper mines in the world to a an estimated 10,000 people crammed in the Koronadal City plaza.

At the other end of the spectrum, the Philippine Association for Intercultural Development (PAFID), a non-governmental organisation (NGO) supporting the cause of Indigenous Peoples and local minorities, prepared a geo-referenced and scaled relief map of the area, to translate the technical and complex information available on the reports produced by the company via a visual and tactile interface. Building on the data provided by the mining company itself (e.g., potential stockpiles of mine tailings and wastes), the physical 3D visualisation of the mining complex - once unveiled - would have shown a different, less rosy scenario.  In the early morning before the start of the public consultation, the 3D map was sneaked into the plaza covered with a cloth.

The company’s experts - who included British, Australian and Filipino mining executives, were the first to present the results of the feasibility studies, environmental impact assessments and more, under the flashlight of local and national media, radio and TV operators.

When given the floor to react to the presentations, PAFID representative, Ms Kail Zingapan, unveiled the Participatory 3D model (P3DM) to the surprise of the mining executives, the large audience crowding the plaza and the local media.



Benefiting from the same media coverage as the mining executives, Ms Zingapan illustrated the actual and future scenarios of the Koronadal Valley and the Tampakan watersheds, where the mining operations would have taken place.

“This is the people’s map. We did not invent this,” she told the audience after unveiling the relief model. “Residents of the area showed us where their lands are located and we just plotted them on the 3D map,” Zingapan said. “We showed them the potential impact of the mining activities on the landscape and they saw that the mine development area would have included their ancestral lands. It appears that not all of them were consulted or correctly informed about the impact of the operations and the risks involved.”

According to local accounts, the audience was struck as Mr Zingapan further elaborated using the 3D map as a visual reference. She pinpointed that the company planned to build its tailings dam on an area, which is considered as sacred by the indigenous peoples. The location is also the headwater of the Mal River, which is the source of fish, of fresh water for home use and for irrigating crops. “This is your land where you live and get your food and other daily needs. It is up to you now if you want to see this land wasted and taken away from you or not,” she told the people in their local language. Her spoken words and image were amplified and accessible to the entire audience via the sophisticated multimedia system installed by the mining company for the occasion.

The visualisation of the pre and post scenarios offered by the 3D map were graphic, easy to understand and powerful, and underpinned public arguments contesting the company’s plans to mine copper and gold through the open-pit method.

The consultation ended, South Cotabato Governor Arthur Pingoy declared that he was duty-bound to implement the Province’s 2010 environment code, which bans open-pit mining. The mining company contested the “constitutionality” of the Province’s environment code and insisted that open-pit mining is the “safest method.” In 2014 the case, presented by the Europe-Third World Center (CETIM), was debated 26th session of the UN Human Rights Council.

In 2016, Philippine Environment Secretary Regina Lopez stated that “There will be no Tampakan mine operations under my term.” “I will never ever allow this because it’s immoral. It’s socially unjust to allow companies to put the lives of all the farmers and indigenous people at risk,” Secretary Lopez said.

On 27 April 2017, Secretary Lopez further stated that she will ban open-pit mining in the country, toughening a months-long crackdown on the sector she blames for extensive environmental damage. Among others, the ban would halt the $5.9 billion (£4.59 billion) Tampakan copper-gold project, the nation's biggest stalled mining venture. Tampakan failed to take off after the province where it is located banned open-pit mining in 2010, prompting commodities giant Glencore Plc to quit the project in 2015.

In interfacing with the press, Secretary Lopez used the same P3DM used in 2011 by Ms Zingapan to astound the audience in Koronadal City, and kick-start a process with is likely to lead to fundamental changes in the policy governing open pit mining in the Philippines.

Participatory 3D Mapping for Disaster Risk Reduction in the Philippines


For two weeks in rural Camarines Norte, two teams of geography majors from UP Diliman facilitated in the making of several Participatory 3D Maps.

Four towns including Labnig and Dalnac in the municipality of Paracale and San Felipe and Taba-taba in the municipality of Basud all had the chance to collectively construct their own 3D Maps that highlight the disaster histories, vulnerabilities and capacities of each town.

Participatory Methods in Community-based Coastal Resource Management

This 3 volumes sourcebook is a documentation of various tools and methods developed in the course of doing Community-based Coastal Resource Management (CBCRM) as effectively and efficiently employed by field practitioners in the Philippines, Indonesia, India and other Asian countries. Controversial blaming game on deforestation in Palawan, the Philippines

Recent years have seen an exponential increase in land deals across the Philippines with the conversion of large expanses of land with crops mainly intended for export while traditional upland farming implemented through swidden (‘slash-and-burn’) technology (kaingin) is demonized and antagonized through restrictive legislation. The latter, however, fosters local self-sufficiency and plays a fundamental role in the livelihood and worldviews of indigenous societies.

Palawan, known as the “Philippine last Frontier”, in spite of its unique recognition as a UNESCO Man & Biosphere Reserve, has not been spared from massive investments in extractive resources and industrial agriculture, especially oil palm and rubber development.  And yet, indigenous people and upland dwellers continue to be blamed for massive deforestation and ecological disaster. Not surprisingly, the recent front cover of a well known Philippine Newspaper (the Daily Inquirer, May 9 issue) holds a headline post with a powerful image that easily conflates all upland peoples as criminal agriculturalists “Images are powerful and can be damaging” says Wolfram Dressler a Research Fellow from the University of Melbourne (Australia) who has carried out extensive anthropological research in Palawan. ”They can direct blame without nuance and context.  The masses (and government) absorb such images to reinforce centuries old narratives demonizing kaingin - a term that many farmers avoid because of its pejorative nature” adds Dressler.

The Inquirer’s article was triggered by an aerial survey carried out by the Center for Sustainability (CS), a nonprofit organization claiming to work for sustainable development in Palawan. The group spotted from the air key locations, previously covered by forest, and which have now been subject to clearing due to various external forces (mining, oil palm plantations and shifting agriculture (locally known as kaingin, or more appropriately ‘uma’). According to the group, in addition to clearing by ‘poor farmers’, forest burning in the south has been linked to the proliferation of palm oil and rubber plantations, and the main target of ‘slash-and-burn’ activities is the clearing of primary forests for development.

Ironically, for carrying out its photo survey CS conservationists alegedly borrowed the private plane of Jose Alvarez, the present Governor of Palawan, a well-known supporter of large-scale agro-industry, especially rubber which accelerates deforestation and deprives more traditional indigenous communities of their resource-base.  He is chairing the Palawan Council for Sustainable Development (PCSD). In principle, this government body is mandated to ensure the sustainable development of the whole province, through the implementation of the Strategic Environmental Plan – SEP (R.A. Republic Act 7611). The latter mandates that no development project should take place in Palawan unless the proponents secure the so called SEP clearance.  Surprisingly, as of now, massive oil palm expansion and related forest clearing have taken placed unabated without SEP clearances.   “Here in Palawan” says Marivic Bero (Secretary General of the Coalition against Land Grabbing - CALG). “We have the best laws in place to protect both the environment and the rights of our indigenous peoples.   However, the limits of law lay within the implementation process, wherein rules and regulations are conditioned by the inability of concerned government agencies and their officials to stand by their own mandates”. She further argues that the government prohibition to ban kaingin represents a blatant violation of the major tenets of the ‘Indigenous Peoples Rights Act of 1997’ (Republic Act no. 8371) which recognizes, protects and promotes the rights of indigenous cultural communalities. “This is a very powerful law” says Bero “and should not be undermined by ‘minor’ laws and municipal ordinances banning shifting cultivation (kaingin)”.

While Palawan environment is being affected by agribusiness (mainly oil palm and rubber), mining enterprises - and various forms of land grabbing - state agencies such as PCSD (as well as some Palawan NGOs) still view indigenous kaingin as ‘illegitimate agriculture’ and as the primary cause of deforestation.  “Turning a blind eye to the plunder of forests by industrial logging, mining activities, agribusiness, and livestock production, state agencies continue to label and classify kaingin farmers as primitive, backward and unproductive who waste valuable forest resources, particularly timber” says Dressler. “In this way”, he adds “Government agencies have unleashed anti-kaingin campaigns that justified the resettling of kaingineros and adoption of permanent forms of agriculture that are not suited for the uplands.  In turn, kaingin is coercively regulated with fines or jail time, while indigenous upland farmers are frequently harassed by forest guards”.

In 1994, a ban against shifting cultivation (bawal sa kaingin) was enforced by former Mayor Edward Hagedorn through the so called ‘bantay gubat’: an implementing arm composed of poorly trained forest guards.  When this happened, no murmur of dissent was raised by Palawan NGOs, in spite of the severe hardship experienced by hundreds of indigenous communities because of the ban. The latter, however, was strongly opposed by Survival International (SI), the global movement for tribal peoples' rights.  The international campaign by Survival International resulted in a partial lifting of the ban.  Apparently, at the end, the former Mayor decided to allow Batak as well as Tagbanua tribes to continue their traditional kaingin practices with a ‘controlled burning’ rather than the previous ‘zero burning’ policy.  However – as the years passed by – the ‘ban on kaingin’ was imposed again with vigor and is now being implemented under the current administration "Ever since the ban on shifting cultivation was implemented in PPC Municipality, Survival has been lobbying for the government to exempt indigenous communities, such as the Batak, from the ban”   says Sophie Grig, Senior Campaigner at Survival International. "We are disappointed that in spite of international pressure, the local government still continues to implement a law which is creating food-shortage and malnutrition amongst the previously self-sufficient tribes of Northern Palawan". In spite of its failure, the ‘ban on kaingin’ initially implemented in Puerto Princesa Municipality, is now being emulated by others.  Recently, the Government of Brooke’s Point has proposed the implementation of similar restrictions in its own municipality and, if the ban will push through, hundreds of upland Pala’wan communities will be threatened with food insecurity and malnourishment.

The CS aerial survey has added more fuel to the fire, through the production of dramatic photos--- images that, however, lack of context.  These images have prompted Governor Jose Alvarez to declare war on kaingin by proposing the creation of a ‘forest conservation task force that will undertake a 10-year plan to arrest the problem of slash-and-burn farming’.   “We are extremely worried about these new developments” says John Mart Salunday an indigenous Tagbanua who is presiding NATRIPAL, the largest indigenous federation in Palawan. “There are several indigenous communities’ conserved areas (ICCAs) in our province where traditional kaingin has been sustainably practiced from generations to generations.

Unfortunately, the 'anti-kaingin policy' and the ‘bantay gubat’ implementing it, make no distinction between unsustainable 'kaingin' done by Filipino migrants and the traditional 'kaingin' still practiced by many indigenous people.” says Salunday. “Upland rice is such a strong part of our identify and our people have selected more than 80 varieties of rice over hundreds of years, not to mention the diversity of other crops: cassava, ubi, sweet potatoes, banana and many others.  If all this is taken away from us, our tribes will have no future” he adds.

The richness and complexity of indigenous upland farming systems in Palawan has not gone unnoticed to both local and foreign researchers such as Roy Cadelina, James Eder, Melanie McDermott, Nicole Revel, Charles Macdonald, Wolfram Dressler and Dario Novellino who have carried out in-depth studies on indigenous farming practices and on their relevance in people’s cosmologies, worldviews, identities and ethnobiological knowledge.  “If one compares the wisdom of indigenous upland farmers to the ignorance of most foresters, politicians and conservation biologists in the same field of knowledge, the gap is striking”  says  Dario Novellino, an anthropologist of the Centre for Biocultural Diversity of the University of Kent (UK) who has lived in Palawan over a period of almost 30 years. He sustains that the government ban on kaingin, implemented in Puerto Princesa, rather than protecting the environment, has placed insurmountable pressure on the forest and has also altered the sustainability of the indigenous farming system.   “I have see forest guards (bantay gubat) advising indigenous farmers to cut only very small trees for their ‘uma’ (upland fields) and to cultivate the same plots of land continuously” says Novellino “these indications are based on a very poor understanding of forest ecology. If you clear areas where only small trees are found, it means that you are going to plant land that has not yet regenerated its soil nutrients.  When you cultivate these fragile soils, over and over, you cause them to become infertile. Ultimately, only cogun (Imperata cylindrica) will thrive in these areas and the forest will never grow back”.

Well-known scholars have argued that traditionally practiced kaingin (or integral kaingin) involves the intermittent clearing of small patches of forest for subsistence food crop production, followed by longer periods of fallow in which forest re-growth restores productivity to the land. “Kaingin can yield complex assemblages of forest and other vegetation in unique mosaics comprised of open canopy tree associations to mature closed-canopy forest systems best understood at the landscape scale. As a complex system of agriculture and forestry, integrating production from cultivated fields and diverse secondary forests, kaingin farming may yield a wide range of ecosystem services and resources integral to livelihoods and forest environments in the mountains of Palawan” says Dressler. However, when such a complex system is altered, as for instance, due to the implementation of punitive policies, the repercussions on forest ecology and people’s sustenance becomes dramatic. According to Novellino, when indigenous upland communities are not allowed to procure part of the needed ‘carbohydrates’ (rice, cassava, sweet potatoes, etc.) through their farming practices, they are forced, as a result, to increase pressure on commercially valuable NTFPs (rattan, almaciga and honey) which they sell to purchase rice.  Ultimately, this may result in the fast depletion of non-timber forest resources and more pressure on the forest itself. Indeed, this is exactly what has happened because of the implementation of the ‘zero burning policy’ by former Mayor Edward Hagedorn.

One can only speculate why the Government of Palawan is so quick in raising its voice against kaingin while, on the other hand, remains silence when huge expanses of land, forest and fertile grounds are given away for agribusinesses. But, at least, we know the official explanation: oil palms are only planted on ‘idle’ and ‘abandoned’ land to enhance the province’s economy while increasing job opportunities and transforming unused areas in productive plantations.  But are such lands really ‘idle’ and ‘abandoned’?  A recent study carried out by ALDAW (Ancestral Land/Domain Watch) has clearly proven the contrary. The study argues that most of these so called 'idle' and 'unproductive' lands include areas that have been used since time immemorial by IPs societies.  “The removal of natural vegetation and of previous agricultural improvements by oil palm plantations is leading to the total collapse of traditional livelihoods, thus fostering communities’ impoverishment and increasing malnutrition” says Novellino. He sustains that what the Government has failed to consider is that most of the so called ‘idle’ and ‘underdeveloped’ lands include areas that are being utilized by rural and indigenous populations for different purposes (gathering of non-timber forest products (NTFPs), medicinal plants, kaingin, etc).  He believes that a direct relationship exists between oil palm/cash crop expansion, the impoverishment of people’s diet, the progressive deterioration of traditional livelihood and the interruption of cultural transmission related to particular aspects of people’s local knowledge.

As argued by Dressler “In contrast to commercially oriented monocultures, mixed swidden systems benefit Palawan’s indigenous peoples by offering a variety of timber and non-timber harvests for subsistence and commercial sales to diversify production and spread risks, thus avoiding the ecological and economic shocks associated with relying on one product too heavily”. Apparently, this is not perceived by the Government as a sufficiently strong reason to switch its development agenda towards more sustainable forms of agriculture.   Instead, local food security continues to be sacrificed in the name of oil palm and rubber development while anti-kaingin policies are strongly implemented with no distinction between traditional indigenous farming practices and migrants’ unsustainable slash-and-burning.  “If the government is serious about ensuring the welfare of its constituents” says Welly Mande a Tagbanua of CALG  “ it should enhance the capability of upland farmers to produce enough food, rather than fostering cash crop such as oil palms and rubber that are not for local consumption but for export”.   “What we would need instead” adds Mandi  “are lower risk models of agricultural development that give a greater share of  benefits to the poor while improving and fostering the production of endemic crops such as coconuts and rice”.

For the sake of fairness, we should now ask ourselves whether, at the present, all indigenous shifting cultivation practices throughout Palawan are always sustainable (based on long fallow periods). The answer is NO but, again, the blame for forest destruction should not be placed on upland dwellers.   Perhaps, one should look instead at the historical process that have led to unsustainable kaingin practices such as the dramatic reduction of  indigenous ancestral domains due to massive migration of landless farmers, encroachment by mining and plantation companies, insurgency and militarization just to mention few.

Official propaganda against kaingin, coupled by NGOs’ market-based conservation approaches, continues to provide additional incentives for international institutions to finance more of the same (e.g. reforestation of indigenous fallow fields which are wrongly classified as ‘degraded areas’). Often, such reforestation programs deprive local communities of those areas that are necessary for fields’ rotation, hence jeopardizes the sustainability of their farming system.

It will require detailed and multidisciplinary studies to determine where, and to what extent,  the conditions for optimal long fallows in Palawan are still present and how many indigenous communities are still practicing long rotation cycles. In turn, the law should move away from coercion and demonization of kaingin towards more culturally sensitive approaches that provide incentives to indigenous cultivators for increasing and fostering production of local genetic varieties or rice and other traditional cultivars.  In places where swidden practices have become irreversibly unsustainable, specific strategies should be developed in close coordination with local communities, rather than imposing top-down technical solutions and enforce legal persecution. In short, upland farming strategies should be evaluated through an integrated and interactive long-term process of research and development in close partnership with local upland farmers. This process should identify indigenous best farming practices, understanding them and the contexts in which these are used. Meanwhile, in the short term, it would work better if some media would refrain from publishing images that uncritically depict upland dwellers as ‘environmental criminals’, putting the blame of deforestation on those who suffers from it most.

Nation-wide database based on content generated via Participatory 3D Models

SYDNEY, 19 November 2014. During the World Parks Congress session "A toolkit to support conservation by Indigenous Peoples and local communities: building capacity and sharing knowledge" organised by Colleen Corrigan from UNEP-WCMC, PAFID Executive Director Dave de Vera elaborated on the establishment of a country-wide database based on selected data sourced (FPIC obtained) from more than 150 1:5000 scale participatory 3D models (P3DM) realised by indigenous peoples in the Philippines.



The toolkit produced by United Nations Environment Programme World Conservation Monitoring Centre (UNEP-WCMC) and launched at the Congress includes 150 tools among which a range of participatory mapping methods including P3DM.  The toolkit is meant to build capacity and sharing knowledge for Indigenous Peoples and Community Conserved Territories and Areas (ICCAs).

It also includes a case study from Ethiopia which summarizes the outcome of a P3DM exercise facilitated by MELCA-Ethiopia with support provided by CTA.

The toolkit also recommends the "Training Kit on Participatory Spatial Information Management and Communication" published by CTA and IFAD in 2012

Farmers and Indigenous Peoples in Palawan denounce controversial oil palm business

What development, for whom and what purposes, how and where, and with what implications? These are only some of the many questions raised by the people affected by oil palm development in Palawan's UNESCO declared Man and Biosphere Reserve, the most valuable ecological sanctuary in the entire Philippines.  

On 29 September, a delegation composed of farmers’ and indigenous peoples’ has handed over to Palawan Vice-Governor Dennis Socrates, a petition signed by more than 4,200 individuals calling for a moratorium on oil palm expansion province-wide.

The group belonging to the newly established Coalition against Land Grabbing (CALG) said that, in addressing  rural poverty, the Government of Palawan should focus on concrete and sustainable plans to improve production on farmers’ land, rather than pushing for massive oil palm plantations.   As oil palm expansion continues unabated, the household economy of small farmers and indigenous peoples is now breaking apart.  “We are being strangled by huge debts with both Agumil Philippines, Inc (the major oil palm company) and the LandBank  (the key financer) and our land titles are being withhold by the bank  as a collateral” says Welly Mandi (CALG’s secretary).

“The expansion of oil palm plantations in Palawan is a blatant example of companies defying international law, state laws and the rights of communities through the connivance of unscrupulous and short-sighted government officials” says Marivic Bero (CALG’s Secretary General).  One can only speculate why the Government of Palawan remains passive while huge expanses of land, forest and fertile grounds of the “last Philippine Frontier” have been given  away for agribusinesses. But, at least, we know the official explanation: oil palms are only planted on ‘idle’ and ‘abandoned’ land to enhance the province’s economy while increasing job opportunities and transforming unused areas in productive plantations.

But are such lands really ‘idle’ and ‘abandoned’?  A recent study carried out by ALDAW (Ancestral Land/Domain Watch) with the support of the Non-Timber Forest-Exchange Programme  and the Broederlijk Delen, has clearly proven the contrary. The study argues that most of these so called 'idle' and 'unproductive' lands include areas that have been used since time immemorial by IPs societies.   “The removal of natural vegetation and of previous agricultural improvements by oil palm plantations is leading to the total collapse of traditional livelihoods, thus fostering communities’ impoverishment and increasing malnutrition” says Dr. Dario Novellino, an anthropologist of the Centre for Biocultural Diversity of the University of Kent (UK) who has lived in Palawan over a period of almost 30 years.
He sustains that what the Government has failed to consider is that most of the so called ‘idle’ and ‘underdeveloped’ lands include areas that are being utilized by the rural and indigenous populations for different purposes (gathering of non-timber forest products (NTFPs), medicinal plants, swidden cultivation, etc.  He believes that a direct relationship exists between oil palm expansion, the impoverishment of people’s diet, the progressive deterioration of traditional livelihood and the interruption of cultural transmission related to particular aspects of people’s local knowledge.

ALDAW - NTFP-EP supported reesearch  shows that the disappearance of useful plant species due to oil palm expansion is extremely alarming.  For instance, in one particular area of Barangay Iraan (Municipality of Rizal), local indigenous informants claim that, because of oil palm development, at least 145 species have completely disappeared from the areas where these were traditionally gathered.  The study also indicates that, in some oil palm impacted communities, the most common plant species used in basketry have dramatically declined. Overall, if massive land conversion for oil palm plantation will be allowed to continue, this may cause the additional exhaustion of plant material and fibers which are essential to sustain people’s cultural practices, artistic expressions and daily needs.
The research suggests that the depletion of useful wild palms is directly connected to land conversion into oil palm plantations.  Palms yield multiple types of products and provide both food and cash income.  Palawan indigenous communities exploit wild plants for their edible cabbages (the tender meristematic region found in the growing tip and enclosed by leaf bases). Calamus spp. and Daemonorops spp. yield very little, but Arenga spp. and Oncosperma spp. might provide buds up to two-three kilograms. Certain palms such as bätuq (Caryota mitis), bätbat (Arenga undulatifolia), busniq (Arenga brevipes),and nangäq have been traditionally exploited for their edible starch.  Dr. Novellino argues that palm food in Palawan may still play an important role in view of the dramatic changes that people is experiencing in their livelihood (e.g. increasing crops’ failure due to attack of pests and unpredictable weather patterns).  He suggests that “there are evidences that during various El Nino events, several Palawan communities have been able to counter famine and crop failures through increasing collection of starch from both wild and cultivated species”.  It may then be anticipated that the alarming decline of starch palms caused by oil palm expansion could further deprive entire Palawan communities from an important emergency food (palm starch), thus leaving them with no food options during periods of food shortage and crops failure.

Surprisingly as it is,  oil palm expansion and massive land conversion in Palawan is taking place with no serious monitoring being done by the concerned authorities and in the absence of existing maps. This makes it is impossible to systematically determine the ownership, elevation, land classification, etc. of the areas in which oil palms are being planted. “Pushing for oil palm expansion, without a single map being produced, is an indication of the lack of commitment and concerns by both government agencies and oil palm companies” says Motalib Kemil, the Chairman of the newly established Palawan-based Coalition against Land Grabbing (CALG). So far, oil palm plantation have covered an area of about 6,000 ha. across six Municipalities in Southern Palawan and their aim is to expand to a total target area ranging between 15,000 to 20,000 hectares.

Staring from 2010 ALDAW has  used geotagging technologies to determine the impact of deforestation caused by agribusiness enterprises such as Agumil, PPVOMI, Sant Andres and CAVDEAL, a road construction company which has recently included oil palm plantations in their business.  AGPI  is 75 percent Filipino-owned and 25 percent Malaysian and works hand in hand with its sister company, the Palawan Palm and Vegetable Oil Mills Inc. (PPVOMI) that is 60 percent Singaporean and 40 percent Filipino-owned.

ALDAW geo-referenced photographs have provided clear evidence of large forest clearing perpetrated by oil palm companies (see photo 5). On 23 January 2014, in the course of joint field visit carried by ALDAW and the Community Environment and Natural Resources Office (CENRO) it has been ascertained that natural forest found within 19,21 ha of Alienable and Disposable Land and  within 2,69 ha of timberland has been clear cut, allegedly by Agumil in Barangay Sandoval, Municipality of Bataraza.

GPS surveys carried out by CENRO itself  have further established that oil palm plantations have encroached on virgin forest found on Alienable and Disposable Land (94.2930 ha) and on Timberland (185.2398 ha) in the Municipalities of Quezon and Rizal. Forest conversion into oil palm plantations has also occurred in other municipalities.  Interestingly enough, Agumil Philippines Inc and its sister company PPVOMI have never received  ‘tree cutting permits’  from the DENR  and thus their operations have flagrantly violated the DENR forestry code and, in particular Executive Order no.23 (the nationwide ban on the cutting of trees in natural and residual forest).

“All of this has allowed to happen because widespread [...], lack of coordination between agencies of government, failure and incompetence of government officials to ensure laws compliance, lack of accountability and transparency of agribusiness enterprises” says Marivic Bero, CALG’s Secretary General.  It would appear that Agumil and other oil palm enterprises have  bypassed, with impunity, the Strategic Environment Plan (SEP), the very law which should ensured sustainable development and environmental protection in Palawan.  This law further mandates that no development project should take place unless the proponents secure the so called SEP clearance, being issued by the Palawan Council for Sustainable Development (PCSD). Furthermore, according to a Memorandum of Agreement between PCSD and the Department of Environment and Natural Resources (DENR) signed on December 29, 1994, the latter shall not issue an Environmental Compliance Certificate (ECC) without the project promoter having secured a SEP clearance first.  However, as far as concerning oil palm development, evidence indicates that DENR did in fact issue several ECCs to PPVOMI  prior to SEP clearances.  The latter, instead, were never secured by PPVOMI except for a SEP clearance issued for its nursery and oil mill area (about 13 hectares only). Surprisingly, there are no SEP clearances released for the remaining thousands of hectares being converted into oil palm plantations. In so doing, the DENR has overstepped the bounds of the law that it mandates to uphold, placing Palawan’s natural and cultural heritage at great risk.

“A major problem we face” says John Mart Salunday (ALDAW activist) “is that oil palm development schemes have been highly supported by the provincial government.  As a result no government agency or department dares to openly contradict and challenge the decisions made at the level of the Sangguniang Panlalawigan (Provincial Government)”.  It must be pointed out that the Governor himself (a well-known supporter of agro-industry) is a member of the same family which logged Northern Palawan forest in the eighties and he is also chairing the Palawan Council for Sustainable Development (PCSD).  Clearly as it appears, the absence of a credible and committed political class in Palawan (and in the Philippines as a whole)  is one of the root causes of environmental destruction and of the ongoing socio-economic marginalization experienced by  indigenous peoples and the rural masses.

Oil palm development in the Philippines is bound to  become a major issue.  The country, in fact, aspire to become one of the key exporters of oil palm kernels and palm oil in Southeast Asia, after Malaysia and Indonesia. Indeed, this is not such a remote possibility, considering that, recently, Environment Secretary Ramon Paje has proposed the conversion of some 8 million hectares of ‘idle’, denuded and unproductive lands across the country into oil palm plantations.

The present trend suggests that more land conversion into oil palm plantations will lead to decreasing households food self-sufficiency and increasing malnutrition.  In this respect, Sofronio Espanola Municipality provides a clear example.  This Municipality has the highest percentage of land (over 45%) covered by oil palm plantations. Nevertheless it is a 4th class municipality and it is also one of the 100 poorest municipalities in the country. However, “if public-private partnership had been based on fairness and transparency, it could have play an important role in supporting our farmers in Palawan who have no capital to develop their land” says CALG’s secretary Welly Mande. Instead, local food  security is being sacrificed in the name of oil palm development.   “If the government is serious about ensuring the welfare of its constituents” adds Mande “ it should enhance the capability of small holding farmers to compete and produce enough food, rather than becoming indebted with the Agumil company and  Landbank”.

A cursory look at the so called Production Technical Marketing Agreement (PTMA) entered between farmers’ cooperatives and the Agumil shows the enormous  asymmetry of power between the former and the company.  For instance PTMA Section 1.14 recites that: If the cooperatives mismanage the operation they shall “…hand over the management to AGPI…".  A former cooperative chairman explains that 'mismanagement' must  be interpreted here as the inability of farmers to produce the required quantity of fresh fruit bunches per hectare, e.g. as the failure to meet  the company's own production expectations and projections. In short ‘underproduction’ and partial crop failure are regarded by Agumil as sufficient reasons for taking over the management of the land and for taking away from cooperatives all decision-making power.

When agri-business enterprises enter indigenous territories, local communities have no capacity to deal with such forces which are powerful and invasive.  Many indigenous communities, due to lack of background knowledge, tend to believe in the corporations’ promises of a prosperous future (e.g. free medical assistance, livelihood projects,  big and quick profits. etc) and they simply sign what they should never sign.  However, in recent months, indigenous peoples and farmers in Palawan have learned about the dark side of oil palm development (also with reference to Malaysia and Indonesia) through advocacy videos being shown to them by members of the Ancestral Land/Domain Watch (ALDAW).  “Thanks to the support of our partner, Rainforest Rescue, we have been able to travel for months from one community to the other sharing with people videos on the adverse impact of oil palm development”  says an  ALDAW activist, “the people we have mobilized have become aware of the risks, and we hope they will refrain from entering into future memorandum of agreements with oil palm firms”.

From Solomon Islands to the Philippines: my PGIS learning journey – Participatory data extraction and digitization (blog post 5)

On July 15, we had another PGIS orientation session. I had the privilege to be a part of the first participatory data extraction and digitisation process which occurred in Barangay Sua. The huge amount of information displayed on the model and therefore the amount of data to be digitised required the REBUILD Project management to allocate additional staff to oversee the digitising work. At least three local government officials from the Municipality of San Dionisio and two leading staff of the REBUILD Project attended the session. The training conducted by Green Forum-Western Visayas focused on the use of QGIS for digitising the data extracted from the 3D model of Barangay Sua. In the course of the digitising process, I realized that most data depicted on the 3D model represent infrastructure and habitats that were destroyed by super typhoon Yolanda. Although no longer present, these were located by the villagers in order to conduct a proper vulnerability assessment. They considered that visualising a complete data-set of the pre-typhoon situation and comparing it with the present conditions would enable them to gain a better understanding of possible courses of action. As an example, they cited the introduction of storm resistant infrastructures and the design of evacuation plans which would reduce risks related to natural calamities.

A total of six P3DM exercises were conducted by the REBUILD Project. It is worth mentioning that in addition to facilitating PGIS processes, the REBUILD Project staff implements livelihood projects.

From Solomon Islands to the Philippines: my PGIS learning journey – QGIS introduction and P3DM in action (blog post 4)

On July 14, I was introduced to the free and open source software (FOSS), QGIS (QuantumGIS) to be used in the PGIS process. The REBUILD Project deploys two facilitators stationed at the San Dionosio office to implement the disaster rehabilitation program and livelihood strategy. Given these circumstances, I had the opportunity to work with the QGIS software for one day. Yet, Melvin was really helpful in teaching me the QGIS essentials and introducing me to a range of FOSS GIS software applications which are available on the web. In the end, my learning process of QGIS was much easier than expected. 

Later in the day, we went to a local fishing village to work with a non-indigenous community in Sua, a Barangay (administrative unit within a municipality) located along the San Dionisio coastline. Here, we conducted a community consultation meeting. While discussing the project with the community, the importance of collaboration and participation was evident. Last June 2014, the community worked together to construct a 3D map of their location. The 3D map was overlaid with a transparent plastic sheet, where information layers were depicted by locals. From the conversations I had, the map clearly indicates an effective medium for participatory discussions. It was nice to see a couple of local Barangay councillors and their secretary, partake in the consultation process with the REBUILD Project and Green Forum-Western Visayas staff. The active participation of the Barangay officials clearly demonstrated that the local government is aware and committed to address the damages caused by the super typhoon Yolanda. The facilitating team, however, pushed for a more direct cross-disciplinary and multi-sectoral participation from those higher up in the government. Furthermore, it was recalled that while constructing the 3D model, the residents of Barangay Sua managed to outline their administrative boundary and to come to an agreement about it with the neighbouring Barangay Tiabas.

I was struck by the ease and dynamic use of the 3D model. It did not become redundant or obsolete, even if it had been completed a month earlier. On the contrary, it gained even more relevance as a reliable repository of geo-referenced data generated by and for the community. The enthusiastic reaction demonstrated by the local women to the consultation process was really inspiring. They shared their views and opinions with respect to the need to formulate a Disaster Risk Reduction Plan which could fit well with the Community Climate Change Adaptation Plan. Both plans will be appraised by the Barangay community. The villagers themselves attest that the model will be revisited at regular intervals based on their information needs or at the request of external agencies. From my perspective, the 3D model is a true representation of the communities’ spatial knowledge concerning the entire locality and the livelihoods of the residents. The 3D model enables residents to effectively respond to emerging / changing situations.

In observing the consultation process, I was reminded that strategic decisions must offer some degree of flexibility to avoid becoming irreversible when implemented. Therefore the decision making process should be based on quality data, adequate resources and sufficient time allocation. In my opinion, the P3DM process undertaken by this community met these requirements. During the consultation I noted that the model was constantly referred to when analysing and identifying the risks inherent to their current and future livelihoods and security. The model encourages the planning and distribution of future activities in collaboration with the facilitators.

The instances of the consultation process that are so vivid in my memory are those linked to residents showing grief and despair when sharing their stories. They explicitly used the model to describe the impact of super typhoon Yolanda and recall the life-threatening ordeal they experienced. The typhoon caused devastation, loss of property and lives and internal displacement. It severely affected to the habitats essential to the community subsistence, and in general, the existence of a once prideful fishing community. In response to such terrible consequences, the facilitating team from the REBUILD Project used the model to revive some hope in the midst of community’s despair. By autonomously analysing their situation, its strengths, weaknesses, opportunities and threats, residents were able to plan a concrete way forward leading to regain to a 'normal' way of life.

From Solomon Islands to the Philippines: my PGIS learning journey – Preparations and challenging encounters (blog post 3)

On July 11, I arrived in the Philippines, after a series of flights.

I was welcomed at the Iloilo Airport by Melvin Purzuelo coordinator of the Green Forum-Western Visayas (my local mentor) and driven to my accommodation. I was briefed on the following day about the upcoming activities. On July 13, we went to the REBUILD Project Implementation Centre in San Dionisio. However we had to adjust our travel plans due to ensure travellers safety in an area which has been affected by super typhoon Yolanda. Recent past has witnessed a couple of incidents along the San Dionisio and Estancia Highway, involving armed robberies that included loss of lives. The locals believe that displaced people affected by the super typhoon Yolanda who are dispossessed and resort to illegal activities to sustain their living. We therefore were advised to be vigilant at all times and take the necessary precautions while travelling within the devastated area. Yet, the PGIS activities were maintained as planned.

While working with Melvin, I took the opportunity for preparing the base map for organising a similar 3D modelling exercise to the one back home in Solomon Islands. We discovered that the topographic maps of Solomon Islands are the work of the US air force, the same as in the Philippines. Considering that these maps were made decades ago, we realised that we had to improve them to be suitable for use in a P3DM process. I am exploring possibilities for establishing a long term partnership between our organisation in Solomon Islands and Melvin’s NGO in terms of PGIS activities.

Palawan - our struggle for nature and culture



The struggle to save Palawan (known as the Philippines’ Last Frontier) is not only about saving trees and rare species. It is also about nourishing the Filipino cultural heritage, so powerfully represented by those indigenous communities that - after escaping Spanish and American colonization (while resisting the new ‘mining imperialism’ now) - continue to represent the 'living roots' from which all Filipinos originate. Therefore, environmental plundering by mining companies is not only a crime against nature but it is also a crime against culture, a sort of genocide that annihilates the most profound roots of the Filipino's history and ultimately plunders the cultural heritage of the whole nation! In this movie, Kawali, the mythical ancestor depicted by Batak narrators emphasises humility and trust towards the supernal beings in charge of animals and plants. On the contrary, the attitude of Kawali’s brother-in-law comes to represent the epitome of inappropriate behaviour, such as the lack of respect towards the mystical keepers of animals and - here specifically - towards the “father of bees”: a relationship that contemporary Batak continues to restore though the lambay ceremony. The sudden switch between the narration of the Batak myth and the threats posed by mining companies serves to introduce the work of ALDAW, a local network of indigenous peoples struggling for the protection of their ancestral land against large-scale corporations.

Participatory 3D Modelling (P3DM) for Peoples' Advocacy vis-a-vis Extractive Industries




This video documents how a participatory 3D model (P3DM) has been effectively used for advocacy purposes in the framework of the Tampakan Copper-Gold Project in South Cotabato, Mindanao, Philippines. In response to the results of an environmental impact assessment produced by consultants hired by the mining company, activists and community members used a P3DM process to harness local expertise to rebut the experts' findings and present the peoples point of view regarding the mining project.

Using the 3D model as the medium, a future scenario was added to the current situation: The pit hole, tailing dam and expected stock pile were visualised on the 3D model as if the mining operation would be running at full capacity. The impact of the visualisation was very strong since the public hardly knew which towns and villages would be affected, and was not aware of the actual impacts of the operations which had been minimised by the consultants in their presentation.
