Mapping local knowledge to drive sustainable natural resource management, influence policy-making and promote climate change adaptation

A new publication from the Technical Centre for Agricultural and Rural Cooperation (CTA) illustrates how local communities in a range of developing countries have developed a bird’s-eye perspective of their land and water resources through Participatory 3D modelling (P3DM). This innovative technique is proving a valuable tool for often voiceless groups, helping them to manage and protect their habitats, influence decision-making and take control of their future.

Improving natural resource management, mapping community rights and bolstering climate change adaptation – participatory 3D modelling can help to do all this and more. Developed in the early 1990s in Southeast Asia, the technique offers communities a tangible way of visualising tacit knowledge, producing stand-alone relief models that depict natural surroundings, but also cultural information, helping groups to assert their rights and protect their traditional knowledge from outside exploitation.

CTA has been in the forefront of P3DM development in African, Caribbean and Pacific countries, launching it in Fiji, Gabon, Kenya and Trinidad and Tobago, and helping to foster South-South cooperation to spread the practice further afield. The Power of Maps: Bringing the Third Dimension to the Negotiation Table documents some of the achievements obtained so far. All twelve of the case studies presented show how the process of building 3D maps has led to positive changes.

“Traditional knowledge is gaining recognition at the international level, but at the local level, government officials and technocrats tend to dismiss it as anecdotal and scientifically unproven,” said CTA P3DM expert and Senior Programme Coordinator ICT Giacomo Rambaldi. “The process documented in this book enables knowledge holders to visualise and georeference their traditional knowledge and to engage outsiders in a peer-to-peer dialogue.

Building a P3DM model generally involves the entire community, with the elders supplying their traditional knowledge and children taking charge of the actual construction, using cardboard, paints, pushpins and yarn. An important part of the exercise is the way it brings generations together, giving value to the contributions of each and making people feel a sense of pride – in their surroundings and heritage and in the map itself.

On the Pacific island of Ovalau, a P3DM initiative led farmers and fishers to adopt more sustainable land use and fisheries practices, with significant increases in production as a result. Impacts included a doubling of fish stocks, a sizeable increase in crop output and a rise in the number of tourists visiting the island. In Madagascar, the creation of a 3D map drew an initially sceptical community into a watershed planning process, with people quickly seeing the benefits in terms of improved resource management and income generation.

Members of a pygmy community displaced to make way for a protected area in the Democratic Republic of Congo used the web of knowledge displayed on their 3D map to regain access to traditional lands and claim a role in managing them. Meanwhile, in Kenya, a three-dimensional mapping exercise helped the Ogiek tribe to document its ancestral land rights and knowledge systems, with far-reaching repercussions – including shaping government policy on indigenous peoples.

Climate change poses a special threat to vulnerable small island states, and on the Caribbean island of Tobago, P3DM has been used to guide community driven disaster risk reduction strategies. In another three-dimensional mapping exercise in the region, the experience of building a climate risk map of Grenada has produced the added spin-off of strengthening the capacity and professional networks of local organisations. One unexpected outcome has been the signing of an international partnership to fund the replanting of mangroves, as part of an ecosystem management strategy to protect the island from persistent hurricanes that are endangering lives and livelihoods.

Djiru Warrangburra Peoples share their traditional knowledge across generations: a P3DM experience in Australia

Attracting approximately 2 million tourists each year, the Wet Tropics region is home to more than 18 distinct Rainforest Aboriginal tribal groups for whom the region holds deep cultural and spiritual significance. Many of these Aboriginal groups deal with multiple threats to their traditional landscapes, due to pressures such as tourism, agriculture and population growth. As some of the most disadvantaged people in Australia, Aboriginal people often do not have the resources to address these threats comprehensively and regularly experience the loss of vital cultural heritage and access to their traditional landscapes as a result of these pressures.

The Djiru Warrangburra people are one of the culturally rich Rainforest Aboriginal tribal groups of the region. They live in and around the rainforests and coastal flats of the Mission Beach area, about 2 hours south of the regional centre of Cairns.

Djiru traditional lands are also home to some of the last remaining numbers of the southern cassowaryCasuarius casuarius johnsonii - a species endemic to the Wet Tropics World Heritage Area and listed as endangered. 

In April 2016 Djiru people began implementing a participatory 3-dimensional model (P3DM) covering close to 60,000 hectares (576 sq km) of land and sea, and including areas such as World Heritage, National Parks, freehold tenure.

At a scale of 1:10,000 the Djiru P3DM exercise is intended to encourage intragenerational sharing of knowledge vital to the longevity of Djiru culture ad the identity of Djiru people. Still in progress the P3DM is expected to be complete by June 2016. The project is being facilitated by the Wet Tropics Management Authority and is funded under the Queensland Gambling Community Benefit Fund.

The Sacred Natural Sites Initiative launches its new website

Emerging out of 13 years of work of the IUCN Specialist Group on the Cultural and Spiritual Values of Protected Areas, the Sacred Natural Sites Initiative builds an alliance of custodians, traditional knowledge holders, conservationists, academics and others in support of the conservation and revitalization of sacred natural sites and territories. The initiative is guided by custodians and advisors from different professions and walks of life. As a basis for guiding its development, they make use of a preliminary action plan.

Leading up to the action plan was the development of the IUCN UNESCO Sacred Natural Sites – Guidelines for Protected Area Managers and the book Sacred Natural Sites: Conserving Nature and Culture, edited by Bas Verschuuren, Robert Wild, Jeffrey McNeely and Gonzalo Oviedo and launched at the tenth meeting of the Conference of the Parties to the Convention on Biological Diversity in October 2010.

Traditional Forest-Related Knowledge: Sustaining Communities, Ecosystems and Biocultural Diversity

Exploring a topic of vital and ongoing importance, Traditional Forest Knowledge examines the history, current status and trends in the development and application of traditional forest knowledge by local and indigenous communities worldwide.

It considers the interplay between traditional beliefs and practices and formal forest science and interrogates the often uneasy relationship between these different knowledge systems.The contents also highlight efforts to conserve and promote traditional forest management practices that balance the environmental, economic and social objectives of forest management. It places these efforts in the context of recent trends towards the devolution of forest management authority in many parts of the world.

The book includes regional chapters covering North America, South America, Africa, Europe, Asia and the Australia-Pacific region. As well as relating the general factors mentioned above to these specific areas, these chapters cover issues of special regional significance,  such as the importance of traditional knowledge and practices for food security, economic development and cultural identity.  Other chapters examine topics ranging from key policy issues to the significant programs of regional and international organisations, and from research ethics and best practices for scientific study of traditional knowledge to the adaptation of traditional forest knowledge to climate change and globalisation.

The Role of participatory cultural mapping in promoting intercultural dialogue: We are not hyenas; a reflection paper

Cultural mapping involves the representation of landscapes in two or three dimensions from the perspectives of indigenous and local peoples. It is potentially an important tool for UNESCO in its efforts to help Member States and civil society to create platforms for intercultural dialogue, and increase awareness of cultural diversity as a resource for peace building, good governance, fighting poverty, adaptation to climate change and maintaining sustainable management and use of natural resources.

Cultural mapping, if applied wisely, can help to reach the objectives set out in the UNESCO “Universal Declaration on Cultural Diversity" (2001) and related recent conventions : the “Convention of the Safeguarding of the Intangible Cultural Heritage” (2003) and the “Convention on the Protection and Promotion of the Diversity of Cultural Expressions” (2005). Cultural mapping is furthermore relevant to the World Heritage Convention which dates back to 1972, but has undergone major changes since then, expanding the notion of a cultural site and promoting stronger involvement of populations living on the sites.

The aim of this paper entitled "The Role of participatory cultural mapping in promoting intercultural dialogue: We are not hyenas" is to critically consider how cultural mapping can become a good practice of intercultural dialogue and successfully further the aims of the Universal Declaration and the related conventions.

The paper is meant to assist indigenous and local peoples to consider their options and aspirations, to help civil servants and policy makers evaluate how mapping can be a useful tool in cultural policy and inventory work, and for those who are making maps to reflect on their practices.

Building critical awareness of cultural mapping: a workshop facilitation guide

This Facilitation Guide is part of UNESCO's efforts to raise awareness of the opportunities and risks of cultural mapping, which is increasingly used in development work, including by UNESCO, Cultural mapping, if applied respectfully, can be an effective tool for exploring the spatial and territorial aspects of a community's cultural resources and for making the link between memory, imagination, land and maps.

The Guide builds on the experience of a pilot workshop entitled "Cultural Mapping and its Possible Uses for Indigenous/Local Communities" organized by the Division for Cultural Policies and Intercultural Dialogue at UNESCO, Paris, from 15 to 16 November 2006. It was held within the framework of the indigenous fellowship programme1 and brought together visiting fellows staff from across UNESCO Sectors and interested members of the public, including anthropologists and human rights activists. The workshop explored the opportunities and risks of cultural mapping in protecting and promoting the rights, cultures and aspirations of indigenous and local communities in the larger context of sustainable development.

This Guide aims to go beyond the circle of people who benefited from the workshop and reach out to others who wish to reflect upon and engage in the practice of cultural mapping both critically and constructively. It addresses two types of audiences: (i) representatives of indigenous/local communities involved in protecting and promoting their rights, cultures and aspirations, and (ii) individuals and groups with responsibility in programming and planning for sustainable development.

Macroasia scam continues: mining fever bypasesses state laws and government promises

Despite a growing outpour of international support and solidarity, there is no end to the attempts of the Philippines’ Department of Environment and Natural Resources (DENR) to transform Palawan (a UNESCO Man and Biosphere Reserve) into one of the most popular mining destinations. Only this week, MacroAsia Multi-Billion Giant (MAC)] through the pages of the ‘Philippine Star’has announced to have received an Environmental Clearance Certificate (ECC) from DENR to carry out mining operations over a total land area of about 1,114 hectares, in the Municipality of Brookes’ Point (see ). This will lead to the devastation of one of the last and best conserved forests in the Philippines, which treasures high-biodiversity and is also the home of vulnerable indigenous communities.

According to Artiso Mandawa (ALDAW chairman) “ECC endorsement to MacroAsia by DENR clearly shows that National decisions are violating and bypassing the legal procedures underlying the endorsement of mining permits. In Palawan the law requires mining companies to secure first a clearance from the Palawan Council for Sustainable Development (PCSD) before applying for a ECC and – as of now - MacroAsia has failed to do so”. PCSD (/) is a local government body in charge of implementing the Strategic Environmental Plan (SEP law) for the protection and sustainable management of the Province.

Surprisingly, only less than two months ago, the indigenous peoples of Palawan and the local NGOs had succeeded in obtaining from the Palawan Council for Sustainable Development (PCSD) a deferment of a SEP endorsement to MAC. On a PCSD meeting held on July 30, GPS evidences presented by the ALDAW network (Ancestral Land Domain Watch) and by its international partner (the Centre for Biocultural Diversity (CBCD) – University of Kent) had clearly demonstrated that MAC mining interests are concentrated in areas of high biodiversity, in primary forest and up and above to 1,000m ASL. Due to the evidences jointly brought forwards by ALDAW and CBCD, it was decided to defer the decision to endorse a SEP clearance to MacroAsia until a multipartite team composed of PCSD technical staff, local government officials, NGOs and Indigenous Peoples’ representatives would have visited the proposed area to investigate ALDAW findings and the complains raised by the NGO community (see here and here). Sadly this official decision is now being circumvented by the actions of DENR.


According to the ‘Philippine Star’ article, the ECC has been released to MacroAsia after a thorough project review and a series of consultations conducted principally under the supervision of the Environmental Management Bureau. “Government authorities are lying, we indigenous communities have rejected mining ever since and even during recent public consultations” says Panglima Sagad, a local elder and traditional Palawan leader. In reality, in February 2009, a petition complaining about the lack of consultation with regard to the passage of the 2007 local government resolution endorsing mining in Brooke’s Point, was signed by both farmers and indigenous peoples. Moreover, peoples demonstrations and a rally carried out in Brookes’ Point on August 27, 2009 convinced the former Mayor to call for additional public consultations to determine the degree of public oppositions to mining activities. The result of these consultations carried out on October 27 and 28, 2009, and the final counting of the votes obtained during these events, indicate that the majority of population in barangays Ipilan and Maasin are united against, and solidly opposing mining. On March 13, the Department of Environment and Natural Resources (DENR) together with MAC and Ipilan Nickel Corporation (INC) set up a public consultation in barangay Mambalot (Brooke’s Point). Interviews to community people attending the consultation, as well as the testimony of Mrs. Erlinda Edep, Barangay Captain of Mambalot, indicate that participants were paid an amount of 200.00 pesos for attending the consultation, and that this inducement was agreed by the mining companies. In spite of MAC and INC attempts to manipulate and control the whole process, the overwhelming majority of peoples attending the public consultation, still expressed their clear opposition against mining operations. Grass-root opposition to mining in Brookes’ Point has also been manifested in the course of numerous street protests culminating in the so called ‘Karaban’ rally at the Provincial Capitol on June 8, 2010

The recent article on the ‘Philippine Star’ further emphasizes that “in 2008, the Supreme Court has ruled with finality that MacroAsia has vested and legal rights to its MPSA”. However, according to Atty. Gerthie Mayo Anda of ELAC (Environmental Legal Assistant Center) “the vested argument is skewed and cannot be sustained. It is well-settled in Philippine jurisprudence that exploration, development and utilization of natural resources through licenses, concessions or leases are mere grants or privileges by the State; and being so, they may be revoked, rescinded, altered or modified when public interest so requires”. Says Atty. Mary Jean Feliciano of ALDAW “public interest in this particular case refers not only to vulnerable indigenous communities but also to thousands of migrant farmers and fishermen which have contributed to the prosperity and sustainable development of Brooke’s Point Municipality, and whose basic rights are now being trampled down”.

Ironically enough the DENR, through the issuance of an ECC to MacroAsia, is not only bypassing legal procedures, but it is also infringing the Philippine Mining Act which prohibits mining in old growth or virgin forest, proclaimed watershed forest reserves, wilderness area, and other areas of outstanding environmental value. The DENR is also neglecting those international obligations to which the Philippine Government is obliged. “Palawan, in fact, is a UNESCO Man and Biosphere Reserve but the national government is violating the condition for which such prestigious award was granted. Not only MacroAsia operations, but also those of other mining companies in Palawan are contravening the provisions contained in well-know conventions ratified by the Philippine Government: the Convention on Biological Diversity (CBD)], the UN Declaration on the Rights of Indigenous Peoples, etc.” says Dr. Novellino, UKC/CBCD researcher.

Allegedly MacroAsia, according to the Philippine Mineral Reporting Code, has now completed a seven-phased exploration program over 535.5 hectares or 48 percent of the MPSA’s total. The results indicate a total resource tonnage of around 88.36 million dry metric tons of ore. This is likely to translate into a foreseeable export of one million tons of nickel per year either to China, Japan or Australia. “One of our objectives” says ALDAW Chairman Artiso Mandawa “is to inform the public opinion on the tragedy that MacroAsia open-pith nickel extraction will cause to our indigenous peoples, farmers and our precious forest. We hope that this will encourage potential partners not to invest in MacroAsia stocks”

The irony of Palawan is to have one of the best environmental laws in the country (the Strategic Environmental Plan), but the law itself is continuously being amended to favor large corporations. As a result, both Indigenous organizations and Palawan NGOs are now requesting the PCSD to stop any attempt of changing the definition of ‘core zones’ and other zones to allow mining activities in forested land. “It has already been established that some definitions such as those of ‘controlled use zones’ found in the Strategic Environmental Plan have been amended by the Council to please extractive industries” says Dr. Novellino. He also added “for instance, according to the SEP law, in Controlled Use Area – (the outer protective barrier that encircles the core and restricted use areas): ‘strictly controlled mining and logging, which is not for profit…may be allowed’. Recently the ‘not for profit’ specification has been eliminated, thus opening these zones to commercial extractive activities”.

Aside from MacroAsia, other mining companies are posing equally serious threats to the people of Brookes’ Point, in particular the Ipilan Nickel Corporation (INC) and the Lebach. The latter has been given both SEP clearance by the PCSD and ECC by DENR over a total area of 5,839 hectares and, again, without the consent of the local communities. The local inhabitants are now questioning the authenticity of the so called Certificates of Precondition issued by the National Commission on Indigenous Peoples (NCIP), in favor of Lebach, respectively on October 5 and November 4 2005. On July 24, 2009, NCIP confirmed the issuances of such certificates, claiming that the company’s concession does not overlap with the indigenous ancestral domain. This claim, of course, has been contradicted by both indigenous peoples and farmers who have now decided to filing criminal and administrative cases against PCSD, DENR and NCIP. Even more worrying is the fact that large tracts of Lebach concession include cultivated land, as well as the farmers’ and indigenous peoples’ settlements. According to recent field information, the Lebach company is now harassing and intimidating local farmers by cutting their coconut palms. The final objective is to force peasants out of their land.

As usual, mining companies operations are being justified in the name economic development. However, a recent study by Alyansa Tigil Mina (ATM) - an alliance of mining-affected communities and their support groups –  have recently demonstrated that mining industry in the Philippines has failed to keep its promises of investments, employment and tax revenues. Jaybee Garganera, ATM National Coordinator reported, “The government barely achieved its targets and we have evidence to show this. For instance, the government had targeted at least $6 billion or Php 288 billion worth of investments for priority large-scale projects, but as September 2009, only $2.1 billion or Php 100.8 billion (35%) of its actual target came in as investments. He also added that from a target of Php 336 billion pesos as tax revenue, only Php 26 billion pesos was collected, or merely 8%”. He also noted that there were discrepancies on government records about the jobs generated by the mining industry. The Department of Labor and Employment (DOLE) reported 158,00 jobs (including quarrying), while another Philippine official report pegged that number at only 13,462. “Granting that 158,000 jobs were created in 2008 that is only 66% of the promised jobs” said Garganera

In spite of all this, mining pressure on the Philippine Last Frontier is escalating, with DENR fast-tracking mining contracts at an alarming speed. For both indigenous organizations and NGOs, having to deal with the widespread corruption, and with the multitude of new and emerging mining companies, has become a very strenuous, uncertain and overwhelming task. “For this reason” says ALDAW Chairman Artiso Mandawa “we are now looking for a long-lasting and stable solution to this problem. Hence we are appealing to the newly elected president Noynoy Aquino to scrap the mining act and declare Palawan a mining-free province. The President has the power to reverse those policies that have brought much suffering to our people and to our precious environment".

Landscape-scale conservation in the Congo Basin


This ambitious publication focuses on lessons learned from ten years of applied conservation approaches of the Central African Regional Program for the Environment (CARPE), which operates in nine countries spanning the entire Congo Basin. This publication contains 27 case studies of applied conservation as well as seven overview articles synthesizing the results of the case studies, which cover different thematic areas. The emphasis on lessons learned is aimed at synthesizing the key pieces of advice concerning the best practices for implementing conservation projects in the region.

The documents reports on many instances where participatory mapping has contributed to successful project implementation and to community empowerment.

Reviving our culture, Mapping our future



The story of a special gathering in Venda, South Africa, and a community process in eco-cultural mapping. Indigenous leaders from Altai (Russia) and the Colombian Amazon, and NGO representatives from South Africa, Kenya and Ethiopia, accompany Tshidvizhe community as they explore a simple yet powerful way to express the past and present of their territory and livelihoods onto hand-drawn maps. The maps highlight the importance of their culture, sacred sites and territory, and empower them to map the future they need to strive for.

Dave De Vera elaborates on Participatory GIS practice in the Philippines


Dave De Vera is the Executive Director of the Philippine Association For Intercultural Development (PAFID). In his interview Dave elaborates on the use of Participatory GIS practice in the Philippines to support indigenous communities in filing ancestral land claims. He elaborates on the mapping methods used, explains why P3DM is the most effective, and arguments on the need for local ownership of the process, competency of the technology intermediary, quality work, and constructive relationships with Government. Dave further lists cases of PAFID / Government partnerships and analyses the pillars of process legitimization.

Participatory 3D Modelling: a Review ...

Giacomo Rambaldi makes a summary of his involvement in the improvement, development, promotion and dissemination of a participatory mapping method better known asl Participatory 3D Modelling (P3DM).


Participatory 3D Modelling (P3DM) is a community-based mapping method which integrates local spatial knowledge with data on elevation of the land and depth of the sea to produce stand-alone, scaled and geo-referenced relief models. Essentially based on local spatial knowledge, land use and cover, and other features are depicted by informants on the model by the use of pushpins (points), yarns (lines) and paints (polygons). On completion, a scaled and geo-referenced grid is applied to facilitate data extraction or importation. Data depicted on the model are extracted, digitised and plotted. On completion of the exercise the model remains with the community. More information on the method are available at iapad.org

With a detailed contextualising introduction, the text is organised in three sections:

Representation: examines how researchers are using GIS to create new types of representations; working with spatial data, maps, and othervisualizations to incorporate multiple meanings and to provide texture and context. This section includes a chapter by Jon Corbett and Giacomo Rambaldi dealing with participatory mapping by the title: "Geographic information technologies, local knowledge, and change (pages 75-91).

The loss of their specialised knowledge of nature is a grave concern for many indigenous communities throughout the world. Changes to the social environment, generally brought on by the introduction of new technologies, lifestyles and market economies through colonisation and modernisation, undermine the transmission of ‘indigenous’ or ‘traditional’ knowledge. This process is often accompanied by the transformation of the natural milieu, for example when rainforests are converted to pasturelands, or valleys are flooded to become reservoirs, radically altering the arenas in which indigenous knowledge would be acquired and passed on.
The issue of education, as it is understood in a Western context, occupies a pivotal role in this process, highlighted by many as both a major cause of the decline of indigenous knowledge, and also as a potential remedy to its demise. In the classical Western understanding of the term, education tends to involve learning through instruction and reading, and by internalising abstract information which may later be applied in specific real-world contexts. For many indigenous cultures, however, learning occurs through the process of observing and doing, and by interacting over long periods of time with knowledgeable elders and the natural environment. This learning process is so subtle and unobtrusive that often it is not recognised as learning at all, even by the learners themselves. The knowledge resulting from this latter process is not necessarily abstract information, but is instead intricately bound to experiential process. For many indigenous peoples, knowledge is thus an integral aspect of a person’s being, and by separating it from its context one may render it meaningless.

As might be imagined from these fundamentally contrasting epistemologies, it seems that the two ways of learning – Western and indigenous – may be uncomfortable bedfellows. Time spent by indigenous children in classroom settings is time that they are not spending learning through experience on the land, weakening their knowledge of the local environment and their interactions with the community. In formal schooling, teachers are figures of authority and Western ‘scientific’ knowledge is often presented as the ‘superior’ way to understand the world. This weakens the respect that children have for community elders and their expertise. Furthermore, curricula may contain little of relevance to local realities or may actively denigrate local culture.

Colonial languages are frequently the modes of instruction, further hastening the decline of indigenous and vernacular languages, and widening the rift between elders and youth. Many indigenous communities are therefore in a quandary. While formal education promises to open pathways to the material benefits of the Western world, at the same time it tends to be destructive to indigenous knowledge and worldviews. Furthermore, education curricula, designed for a mainstream and largely urban populace, may be of limited utility for remote rural communities where wage-earning jobs are few and far between. Indeed, acquiring indigenous knowledge of how to navigate and survive on the land, and how to use local resources to feed, clothe and provide for one’s family, may be of much greater relevance for the contexts in which many indigenous groups continue to live today.

Commendable efforts are being made to better align educational curricula with indigenous realities by incorporating local knowledge and language content, but the interrelationship and balance between the knowledge forms remains delicate. These issues, and attempts to address them, are explored within this volume.
